Can't modify Issue Types Scheme

      Windows Server 2008 R2 Standard, 64 bit.
      SQL 2008.

      When I try to create a new issue type scheme I always get error message "You must select at least one option".

      I manage to create a new issue type scheme by selecting my project and then choose select on issue type scheme. Then choose "create new scheme and associate with current project".

      But when i try to edit my new scheme I always get "You must select at least one option"
