calendar issue: In the Netherlands the first week of 2010 should start on Monday January fourth.

    Description

      As stated before in JRA-9048, in Austria, Germany, UK and also the Netherlands, the first calendar week doesn't depend on our first day of week (monday), it's defined the first week with 4 days in the new year.

      ...The international standard ISO 8601 also defines Monday as the first day of the week. In practice, this means that calendar formats disagree, and that "next week" said on Sunday means "the week beginning tomorrow".

      In that international standard, the "first week of the year" is that week which includes the first Thursday of the year.

      Is if possible to configure Jira so that the first week of in year 2010 wil start on Monday January fourth 2010. Now it shows 3-1-2010 as the start of week 2.
