Tooltip for "Remaining Estimate" and "Time Spent" is wrong in certain scenarios

Steps:
1. Login to JIRA. Time tracking is
2. Create a issue with estimate as 4h.
3. The tooltip for "Remaining Estimate" and "Time spent" show "Remaining Estimate -4 hours"
4. Log some work 2 hours.Now all tool tips are relevant.
5. Now user has log another 2 h of work.
6. View the tool tip for "Remaining Estimate" and "Time spent".

Result:
1. Both says "Time Spent -4 hrs".

Expected:
1. The tool tip for Remaining Estimate should be "Remaining Estimate -0 hours"
2. Similarly when user has created issue, "Time spent" should show "Time Spent -0 hrs"
