Steps:
1. Login to JIRA.
2. Add Pie chart gadget on your dashboard.
3. Configure it with filter. Suppose the filter currently returns 0 issues

Result:
1. In 4.0 we show a big blank square/rectangle box depending upon column layout with message "no data available" in middle, which is quite annoying from user point of you.
2. Snapshots from both 4.0 and 3.13.5 is attached.

Expected:
1. Pie chart should n't take so much screen space if nothing is there to show
