Thanks for voting and commenting on this issue. Your feedback is key to helping us understand how you use JIRA so we can continue improving your experience. We have reviewed this issue over the last few days; however there are no immediate plans to put this suggestion on our near term roadmap.
For more advanced time tracking reporting functionality I'd suggest to check out the add-ons on the Atlassian Marketplace that are mentioned in the comments below.

We'd like to see the per-developer time tracking report in JIRA for a given period. After selecting a period (e.g. July, or 12-19 May etc.) JIRA should show a total time, reported by each developer in this period.
It would be good if JIRA showed in the same report which issues the developer has closed during that time and how much did he spend for it.
