Change to allow descriptipons per field configuration did not take into account the Default Field Configuration

      Due to editions we have 2 different pages that allow to view a Field Configuration:

      1. configurefieldlayout.jsp
      2. viewissuefields.jsp

      As part of the fix to JRA-10427, configurefieldlayout.jsp was fixed but viewissuefields.jsp was not.

      Due to this it is not possible to add Field Configuration specific descriptions to custom fields for the Default Field Configuration.
