Default Time Tracking units do not respect the hours per day setting

      To reproduce:

      1. Go to JIRA > Administration > Global Settings > Time Tracking
      2. Deactivate if it is activated
      3. Set the Hours per day to 8
      4. Set Default unit to Days
      5. Reactivate

      6. Go to an editable issue
      7. Edit issue
      8. Enter 1 in the original estiate
      9. Click update

      Results:
      Original estimate is set to 24h

      Expected results:
      Original estimate set to 8h
