Make a "create a project" link in the project gadget if no projects exist

    Description

      If the current user has permission to create a project and there are no project, make a "create a project" link just like the original portlets.

      This is a first-user-experience issue.

          Bug - A problem which impairs or prevents the functions of the product. JRASERVER-18543 System dashboard by default has project and quicklink gadget which is not shown at the time of first login but there is error in default dashboard setting.
