User trying to restore data(thru XML having V1 license) in JIRA running with version 2 license should n't be asked to input license again.

      Steps:
      1. Login to JIRA. JIRA is runnning with Version 2 license.
      2. Click "Restore Data from XML" and try with a xml file having V1 license key.

      Result:
      1. It ask user to enter version 2 license key again.

      Expected:
      1. JIRA should automatically detect that and not ask for license again.
