Remove any re-index from the JIRA 4.0 upgrade tasks that's not needed

    • We collect Jira feedback from various sources, and we evaluate what we've collected when planning our product roadmap. To understand how this piece of feedback will be reviewed, see our Implementation of New Features Policy.

    Description

      Currently we have multiple upgrade tasks that do a reindex. We should probably get away with a single reindex for all 4.0 upgrade tasks, however we need to check that this wont break anything during the upgrade.
