We should change the simple issue navigator to show a project input control when there is only one project in the system

We should change the simple issue navigator to show a project input control when there is only one project in the system.

This controller should have the All suggestion but should default to the one existing project as the selected project.

Once this is in place we should remove the check in the "doesItFit" code so that when there is one project in the system and someone has created a query WITHOUT the project we should still be able to switch to the simple navigator. In this case it will be that the All option in the project selector will be the chosen selection.

We should only pre-select the project in the input control when they are creating a new search.

This will require fixing some func tests I am sure.
