In order for charts to appear in the charting popup, they should be in both categories JIRA and Charts

      As other products will most probably have a few charting gadgets we should restrict charts that appear in the popup to those that are in both JIRA and Chart directories.
      There is some magic that must be done to ensure the charts work.
