confusing use of booleans in filter summary

If you enter the following JQL query:

• status in (1,4)

and then go to the summary for the filter it'll display

• Status: Open and Resolved

That "and" sort of makes sense coming from the legacy forms (where it means something like "issues where Status is Open AND issues where Status is Resolved") but now that JQL has introduced a new notion of boolean to people searching it is confusing. We should be displaying "Open or Resolved" in the summary.

This no doubt affects things besides just Status so we need to fix all of those places. And all the func tests that are going to be broken by this.
