Extra "Create New Search" link on issue navigator and advanced view.

Steps:
1. Login to JIRA and click on "Issues" tab.
2. Click on "advanced" tab.

Result:
1. There is a link "Create New Search" in simple and advanced view, which on clicking do nothing.

Expected:
1. "Create new Search" link should n't be there in issue navigator view. It should be only there when user click on "View" or "Manage" tab.
