Handle in better way issue view permission violation

When an anonymous user tries to navigate to an existing issue in JIRA, (s)he might be presented with the following message:

Login Required
You are not logged in.

You cannot view this URL as a guest. You must login or signup for an account .

If you think this message is wrong, please consult your administrators about getting the necessary permissions.

This page should be eliminated. The user should be sent directly to the login page, with the "you are required to log in" message displayed.
