Issue Navigator rendering glitch when 'Create New Filter' displayed.

Notice the following rendering bug:

The "Create New Filter" should be on the next line. Here are some steps to get this:

1. Create a filter shared globally.
2. Logout.
3. Open the filter as anonymous.
4. Change the filter.
5. Login in a user that does not own the filter.
6. Goto issue navigator. You get the above screen.

I am sure there are easier steps to reproduce this.
