Index screen in administration should not allow relative paths.

      In setup screen and in restore screen, it give message if user doesn't specify absolute path. But in index screen in administration, if you specify just some text in indexes custom path, it simply goes and create folder inside the folder where JIRA is installed and re-index. The behavior should be consistent across all screens.
