      This is a placeholder issue for the patch that prevents JRA-8009.

      Under heavy load, it is possible that ActionContext thread local variable can get corrupted. This can cause session information
      to be cached when it should not be and can lead to invalid session exceptions at a latter time.

      This patch ensures that the ActionContext Thread Local is completely cleared on request exit and that this corruption cannot occur.

      The attached patch can be put onto any JIRA 3.13 version.
