Need to add info about jira.home to README files in top directory

    Description

      I downloaded the standalone 4.0.0-Beta1 tarball, extracted it in a directory, and skimmed the README file prior to starting it.

      The browser quickly told me that I failed to configure jira.home (per JRA-16235).
      However, the README didn't instruct me to take that step in the first place.

      This new step should be added to the "BRIEF INSTALL GUIDE" section in the README files (.txt and .html).
