For JIRA beta we have ship a gadget called "Create Issue". If user add "create issue" gadget without adding the JIRA instance as the consumer to itself, the gadget will fail. And user will see a progress bar spinning on the screen.

The user can add the running JIRA instance as consumer by going to http://<serverID>/plugins/servlet/oauth/consumers/add and add the current base url in consumer.base.url text field. Click "Add" and you are ready to go

For adding the consumer, the user should be logged in as admin.
