JIRA should only persist a plugin as disabled if it was explicitly disabled by the user. If it got disabled because it was invalid, then JIRA should try to enable it on restart.

      Only persist "disabled" state if the user explicitly disables a plugin.

      Maybe enhance UI/logs to let the user know the difference.

            [JRASERVER-17429] JIRA should only persist a plugin as disabled if it was explicitly disabled by the user. If it got disabled because it was invalid, then JIRA should try to enable it on restart.

            The fix has been made to the Plugins framework and will appear in plugins version 2.3
            We are currently still using v2.2 in JIRA, and so are waiting to upgrade to v2.3
