Resolution: Fixed
Only persist "disabled" state if the user explicitly disables a plugin.
Maybe enhance UI/logs to let the user know the difference.

JRASERVER-17442 Upgrade to plugins v2.3 in order to get the fix for "Only persist disabled state if the user explicitly disables a plugin."

The fix has been made to the Plugins framework and will appear in plugins version 2.3
We are currently still using v2.2 in JIRA, and so are waiting to upgrade to v2.3
