      Hi,

      This is Luke from Korean partner, Goldpitcher.
      Our some customers reported need of allowing admin's shared filter to be displayed in shared user's favourite filter portlet automatically.

      Admin's shared filters was shown up in user's shared filter portlet automatically before JIRA 3.13.x version.
      In similiar way, same thing should be possible in JIRA 3.13.x version and above.

      Please take this into account.
