When creating an issue using the "Create New Issue" button on top, add an option to populate fields based on an existing issue when in the issue details dialog. This is kind of like clone+move but from the other way.
As I see it, most voters for JRA-1558 will agree that this is good enough - and this might be simpler to implement.
