Create "Welcome" content for intro portlet for new instances

      With the new gadgets/dashboard. It would be nice if we have a "Welcome" gadget. The intro gadget can be used for this. We need to come up with starter content. E.g. point them to docs, tutorial, get started guide, support... I think Confluence has something similar.
