Enabling/disabling webwork plugin modules requires restart

Enabling/disabling webwork plugins doesn't have any effect until restart. To reproduce:

1. Disable the FishEye Config Screen module of the FishEye Plugin
2. Go to /secure/admin/ViewFishEyeConfig.jspa
   • The screen is not disabled
3. Restart JIRA
4. Go to /secure/admin/ViewFishEyeConfig.jspa
   • An error message is returned, as expected
5. Enable the FishEye Config Screen module of the FishEye Plugin
6. Go to /secure/admin/ViewFishEyeConfig.jspa
   • An error message is returned
7. Restart JIRA
8. Go to /secure/admin/ViewFishEyeConfig.jspa
   • The screen is enabled and working

I can't see any documentation anywhere saying that enabling/disabling webwork modules, or plugins that contain webwork modules, requires a restart.
