Add ability to sort the order in which Workflow steps appear

if there is more then one step in the workflow, they appear to be sorted in a random order.
It would be nice if the administrator could control the order so that some steps consistently appeard in the same spot (for example "Resolve" should always be last or "Previous Step" should always be next to last)
