Support separate version archiving controls over the what shows up in the "Change Log" and what shows up in Version lists

It would be useful to hide versions from the version lists but include versions in the Change Log. Some JIRA users want to see old versions, their contents, and the date they were released. Other users will want to simplify version lists to make it easier to manage releases that are in-progress.

Implementation idea: Create a separate attribute for each version that controls its presence on the Change Log
