Worklog creation is now dependant of Worklog Permission but also of Timetracknig field presence.

What is the usefull reason to have merged these two notions ?

Now, to be able to log a Work, a user needs to have the Worklog Permission and the Timetraking Field available in the screen !

The Timetraking Field is not a Permission, but only a way to show or not the Cumulative Timetracking fields.

A more usefull solution should be to implement a SHOW WORKLOG permission !
