"Browse user" should only show users with project roles that match the field and not ALL Jira-Users

    Description

      Browsing for a user should scope the the poject where you are browsing for. You should not be able to see all jira-users when browsing for assignees, reporters, ...
      This is a blocker when it comes in using brows users in a multi customer environement where privacy is nessesary.
