External emails rejected even if reporterusername parameter set

      The ACLA project has automatic creation of issue from a pop account; this service has the parameter reporterusername=smaddox. However mail from external email addresses are rejected with the following log entry:

      2009-03-25 00:39:16,851 JiraQuartzScheduler_Worker-0 WARN [service.util.handler.CreateIssueHandler] Reporter (dpeterson) does not have permission to create an issue. Message rejected.
