ThreadLocalCachingPermissionManager.getProjects() returns mutable lists straight from the cache

An incredibly hard to track down bug in Studio was caused by some code in Studio modifying the list returned by ThreadLocalCachingPermissionManager.getProjects(). It would be helpful if the list returned by this was either a copy of the list in the cache, or an immutable list, so that the bug is found quickly in future.
