Have the ability to log all SQL statements issued by JIRA and also have a callback for timing purposes

I would like the add the ability to log SQL issued by JIRA and also have an interception point for knowing when SQL is being run and completed. I would then wrap timers around those callback points.

This is a twenty percent time project for me. So far its looking pretty good for JIRA 4.0
