User Profile:User Summary area's formatting is not correct when logged in user view profile of other user.

Steps to Reproduce:
1. Launch JIRA 4.0(using bamboo QA build 139 Trunk)
2. Click on "Browse Project" or from any where try to see the user profile of any other user then the logged in one.

Result:
1. For user summary area on the right side of screen, the formatting is not proper.
2. The alignment of "Assigned" and corresponding "All |Open Issues" is not right. Snapshot is enclosed for 3.13.2 and 4.0

Expected:
1. The alignment of text should be fine.
