Use HTMLPageParser in Sitemesh instead of the deprecated FastPageParser.

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      The sitemesh.xml config for JIRA sets the Sitemesh parser to "FastPageParser".
      This parser is deprecated, and the new parser has better performance.

      We should change this to the new "HTMLPageParser".

      Resolution: Since JIRA 5.0, JIRA now uses the PartialPageParser in Sitemesh 2.5+. This is a new parser that has significant memory-usage improvements (it only buffers page once, etc.).
