Overview

In the Confluence workflow, we go from "Open" to "Technical Review" status via an "Implemented" transition. As part of the "Implemented" transition, we pick reviewers for the issue and put them in the Reviewers custom field. (See Picture 1.png.)

The Reviewers custom field is included in our notification scheme under the "Issue Updated" change. (See Picture 2.png.) However, when notifications are sent about this very status change (going into "Technical Review"), the people added to the Reviewers custom field are not notified.

Because reviewers are not notified when you change the status on an issue to review, this kind of breaks our workflow. The assignee/implementer needs to post a comment on the issue afterwards, which will notify the reviewer that they are in fact the reviewer.

I'm sure there must be an issue for this already – I think it's a common use-case user custom fields in JIRA – but I couldn't find it via search.

Steps to reproduce:

1. Create a custom field for the project called "Reviewers", type: multiple user selection.
2. Add the Reviewers custom field to the notification scheme for the project, to be notified when an issue is updated.
3. Create a workflow for the project which allows you to set the Reviewers field on the transition screen.
4. Transition an issue through this workflow step, changing the Reviewers field as you do.
5. Users added to the Reviewers field are not emailed when the field is changed on this transition screen.

Expected result:

• Users added to the Reviewers field should be emailed when the field is changed on this transition screen.

An aside about components

I notice you don't have a component for Notifications. Could you consider adding one? All I could find was "Email integration", which isn't really the right thing.
