PermGen statistics in System info are incorrect for the IBM's JVM

      It seems like the IBM's JDK doesn't support the PermSize concept in the same way as the Sun Java does, as the result of that the statistic in the System info page are invalid.

      "Jira's System Info" shows that Perm Gem memory was set to 0 and the PermGem Memory Graph displays: -9223372036854775808 % Free

      I think, the problem can be experienced in other implementations of java such as jrockit.
