If Upgrade Manager determines that an upgrade is needed - do the following tasks:

• backup JIRA
• run upgrade
• if any errors - add them to application errors so that JIRA doesn't start. Application error should link to the file. It should recommend that it be emailed to atlassian to check for errors.
• It can also recommend the location to download the version that they were previously running

Where to backup file to?

• index directory (or JIRA-root in future)
• backup service directory
• javax.servlet.temp directory
