JIRA's ViewPlugins UI should be able to handle UnrecognizableModuleDescriptors. They should probably show a warning, that now module type for this module could be loaded and the user should not be able to Enable them. With Plugins2, it is now possible to have dynamic module types, which means when a plugin loads, its module type may not exist yet. This shouldn't stop the plugin from loading however, since the module type may come up later on.
