Allow absolute ordering of issues

    Description

      Currently there is no way one can create an ordered list of issues. All we have to work with regarding ordering are field values but what if i want to create an ordered list of 100 issues by priority for example ? The best i can do is group those 100 issues into 5 groups that correspond to the 5 priorities JIRA provided by default.

      The practice of creating an ordered list of issue is most commonly used in Agile practices like SCRUM for creating a backlog but it can be used in other contexts too. I think JIRA should support this out-of-the-box.
