The Editing an active workflow documentation lists the following limitations:

• Existing workflow steps cannot be deleted.
• Associated status for each existing step cannot be edited.
• Step IDs for existing steps cannot be changed.

There is a fourth limitation. If the step has not outgoing transitions, you cannot add one transition in the draft. The step window shows the following message:

The step ... has no outgoing transitions in the Active workflow, so you cannot add any outgoing transitions in the Draft workflow.
