We like to modify the time tracking system to be at a higher level, with just a rough "started" and "stopped" work toggle:

How hard would it be to add a button that someone could toggle when they started working on a bug and agan when they stop working on a bug? The system could then automatically calculate how much calendar time the developer says went into the bug before the developer marks the bug 'implemented'. For extra credit, the accrued calendar time should be added to if the bug is reopened after going to 'verify' rather than being reset each time the bug is marked 'implemented'.

The ratio of estimated work days to calendar work days is 'velocity', and provides a basis for estimating at any given point in time how many more calendar days will be required to complete the remaining estimated work.
