    Description

      During development of JIRA's Bamboo plugin new dependency to velocity-tools has been introduced.
      I've seen in https://svn.atlassian.com/svn/private/atlassian/jira/branches/atlassian_jira_3_13_branch/pom.xml that some Fisheye plugin dependencies were resolved there.
      If this is the recommended way to do this then please add such a dependency if not then please let me know what is the true way of the samurai.
