Issue Type select list is blank when a specific project is selected

More precisely, for projects which are associated to a particular Issue Type Scheme, the Issue Type options in the Create Issue screen are blank.

However, when selecting an Issue Type Scheme from the Project Administration screen, the correct Issue Types are displayed when the Issue Type Scheme selection changes.

Attempts to create a new Issue Type Scheme and associate projects with that meet the same outcome.
