When using the "Find Issues" search, the help text for "Created Before" says "Retrieves issues created before or on this date".

When I enter the current date, it only retrieves the issues created before the current date and not those created on that date.
When I enter a different date in the past, it only retrieves the issues created before that date and not the ones on that date.
