show the user who was contacted due to issue update

    Description

      We migrated from Bugzilla to Jira for our internal issue tracking in our IT department.
      One feature of Bugzilla which we sorely miss, is when an issue is updated in bugzilla, on the next screen, it will show you who was notified about the issue.
      We would like an option to do this in Jira.

      I know we can see the watch list, but I would like it to show everyone who was notified, including notification rules.

      Currently users are not sure if the right people got notified or not, so they follow up each issue change with emails. This is a major time drain and defeats the purpose of an issue tracking system with notifications... if users are sure who is getting notified, they need to use email so they are sure. It should be displayed on the page without having to click anything.

      This can be a global option to turn on or off, since some sites might not want this...
