New Favourites and Filter sharing is incomplete and broke fuctionality in the transition from 3.12.3 to 3.13

    Description

      In the old system my users had a list of filters they could see from, when they try to find these filters in the new 3.13 system (click filters in the upper left hand screen by logout) they are no longer seeing the filters that I have assigned to the group they are in.

      I have had to explain that the user now needs to go to manage filters and search on the group the filters are in. Then the filter will show up so they can be marked as favourites.

      The problem here is we are not dealing with one or two engineers who only need access to one project.

      We have 700 plug engineers 1400 total users in jira who may have need to touch 4 to 10 projects in a day.

      1. They don't have time to go into each new group that gets created (in the passed (3.12.3) the lead was able to have the JIRA admin create the group and put users in it. Then he could add the filters and the users would not need to know the group or have any issues with seeing the filters. You have now made it harder to administer the filters because now the user needs to know the group before he can add the filter to his favourites.
      2. issue 1 doesn't even take in the fact that they could see the filters in 3.12.3 and can't in the upgrade. i.e. the upgrade didn't add those filters into his favourites list.

      Suggested solutions (and there really does need to be a solution to this and I would assume quickly)

      1. Create another tab in the manage filters screen that shows up with the "Favourites, my, popular, and search" that is called something like, "Filters I have rights to" in this screen do a search on the DB for all filters the user has rights to in JIRA and allow the user to add to favourites from this screen.

      2. allow the search to search on all groups the user belongs to to give the same info that is in #1. (But I think from a user perspective, because the filters no longer show up in the filter screen, #1 is the better solution.
