Jira should not allow more than one user to edit an issue report at any given time

Currently JIRA allows two or more users to edit issue reports simultaneously. The last person to save the issue report will have their changes retained by JIRA while all other changes will be lost.

DESIRED: JIRA should disable issue editing for all other users if someone has already begun editing an issue, or at least deliver a warning that someone is already editing the issue.
