German Translation regression in JIRA 3.13

      JIRA 3.13 has introduced translation regressions since 3.12.3.

      Several links English in 3.13 and already had been in German in JIRA 3.12.3.

      For example on the standard dashboard JIRA 3.12.3 says "Meine unerledigten berichteten Vorgänge | Überwachungen | Stimmen" while JIRA 3.13 says "My Unresolved Reported Issues | Watches | Votes".

      Another example is "Configure: ON | OFF" in JIRA 3.13 is " Konfigurieren: EIN | AUS" in 3.12.3.
