One of the issues (XDT-138) in the xdoclet JIRA has an attachment "actions.dtd" with type text/xml. Trying to view or download this file just gives an error

Fatal error in file:/opt/j2ee/atlassian/jira/jira-xdoclet/xdoclet-jira-web/secure/attachment at line 2: Document root element is missing.

I was under the impression it was going to be possible to edit the file types ourselves in the newer version, but I don't see any way to do this. Or is that an enhancement for an even newer version than we're using?
