There is a Dashboard_ja_JP.properties file in JIRA. As part of the Dashboard Web Component (DWC), we should have merged these messages into JiraWebActionSupport_ja_JP.properties so that the messages can be seen outside the main dashboard. This will not affect JIRA currently, but may in the future if the DWC is used to render pages in browse projects.
